The secretary-general of the Organization of American States is expressing optimism about the mission to Honduras that he led, largely because representatives of the de facto government and the overthrown president have continuted negotiations to seek a way out of the government impasse.
The OAS' Jose Miguel Insulza told the organization's general assembly that he understands the talks still are based on the San Jose accord, proposed by Costa Rican President Oscar Arias.
One item not on the agenda, however, is amnesty because both sides rejected it. Also, Insulza said he understands a couple of portions of the accord "still need work."
The accord would restore ousted President Manuel Zelaya, replacing the government headed by Roberto Micheletti.
