U.S. Secretary of State Condoleezza Rice says that the United States and four other countries agree on how to pressure North Korea to make commitments on inspections of its nuclear program.
On Monday, South Korea said it has not decided whether to deliver a promised shipment of fuel to North Korea after Pyongyang failed to cooperate at nuclear disarmament talks last week.
That stance contradicts Washington's statement saying North Korea's five negotiating partners _ China, Japan, South Korea, Russia and the United States _ agreed to halt energy aid unless Kim Jong Il's government agrees on ways to verify its past nuclear activities.
But Rice told The Associated Press in an interview Monday that the United States and South Korea were "absolutely" on the same page.
